Proactive disclosure under Section 4(1) (b):

 

INTRODUCTION:

            The purpose of SVO Motu disclosure under Section 4 is to place possibly large amount of information in the public domain based on proactive disclosure in order to effectively provide transparency from Public Authorities and to reduce the cost of man power in filling the individual applications under RTI. As such, Section 4(1) (b) emphasizes information which should be disclosed by Public Authorities on SVO Motu basis.

 

Land Revenue & Settlement Department has come up with its sVO motu disclosure under RTI Act, 2005 in this booklet to enable the public to have access to the working of the department.

To assist the Senior Market Inspector in his works.

He is responsible in monitoring / distribution of field works, maintaining the administration of Surveyors & Circle Supervisors.

Surveyor

To survey land features, estimate property boundaries, prepare maps & reports the required documents to the detailing officers.

21.

Circle Supervisor

To assist Surveyor in their work, he is responsible for the supervision of administration of Revenue & the land record of every village in their circle, to keep record with respect to agri land, vacant land, Gov’t land homestead land.

22.

Computer Operator / Data Entry Operator

Operating Computer / System analysing in the department.

23.

Xerox Operator

Operating Xerox Machine & maintaining the machine.

24.

Typist

Monitoring typing machine & maintaining them.

25.

Driver

Driving department vehicles.

Group ‘D’

Attending the bell of the officers, ensuring that sitting arrangement in the staff’s room and officers’ room is cleand and hygienic. Carrying files & daks etc., to officers / staff concerned.

(iii)     The procedure followed in the decision making process including channels of supervision and accountability Section 4(1)(b)(iii)

            All decisions are made in files, all guidelines, office memorandum, instructions issued by the Government/LADC are followed by all officials under Senior Revenue & Settlement Officer, Land Revenue & Settlement Department, Lai Autonomous District Council. Training of staff are done every now an then at ATI, Aizawl or at the LADC Office itself when training personels are invited , all questions asked under RTI Acts and Assembly questions are attended  to promptly.

 

(iv)     The norms set by it for the discharge of its function; Section 4(1)(b)(iv)

            Followed guidelines issued by Gov’t of Mizoram/Lai Autonomous District Council from time to time.

 

(v)      The rules, regulations, instructions, manuals and records held by it or under its control or used by its employees for discharging its function [Section 4(1)(b)(vi)]

            As per rules followed by the Gov’t of Mizoram under State Employee and as per guidelines issued by the Gov’t of India under various Schemes.

            As per rules and regulations instructed by the Gov’t of Mizoram followed by the Lai Autonomous District Council.
