DEPARTMENT NAME: SOCIAL WELFARE DEPARTMENT
MISSION STATEMENT:
The vision and target of the department is to uplift and to upgrade the living standard of the people as well as to promote help weaker section of the society living in Lai Autonomous District Council area. The schemes is connection with social wings as well as Financial assistant to NGO’s, Widow, Poor Fund, Motherless Babies, Physically Handicapped, Deserted Women are provided in Lai Autonomous District Council area.
The department is to developed, implement and co-ordinate social protect and poverty reduction solution for and with the poor, vulnerable and disadvantaged.
The objective of the department is to take all possible measures for the welfare of the various section of the people under LADC areas. To achieve this objective, the department evaluate various funds in the manner to reach to the beneficiaries.
- Citizens of Old Age has been given “Wages of Old Age Pension” residing in the LADC area.
- The scheme is to provide Financial Assistance to Handicapped person to ease their lives within the LADC area
- The scheme is to provide and help deserted Women/ Destitute Women and Widow by way of financial assistant to them to reduce and prevent their daily needs and hardship.
- The scheme is to provide Financial Assistant to Motherless Babies within the LADC area. The objective of the scheme is to provide and help by way of financial assistant is given in cash to motherless babies.

FUNCTIONING:
The main activities of the department is to take care of the deprived section of the society and envisaged the scheme for their welfare from time to time. The department take care of physically handicapped, deserted Women/ Destitute Women, Widow, Motherless Babies by registering them on record and providing financial assistant to them to reduce, prevent their daily needs and hardship to ease their lives. Even the citizens of Old Age has been given “Wages of Old Age Pension” residing in the LADC area.
- 60-79 years of age @250/- per month has been given to 1200 citizens and
- 80 and above years of age @550/- per month has been given to 125 citizens.
So, the total citizens of beneficiaries of “Wages of Old Age Pension” is 1325 within the LADC area.
TEAM MEMBERS
SOCIAL WELFARE OFFICER: As per a head of the department of Social Welfare Department, the Social Welfare Officer has do powers and duties in addition to granting of leave to his/her staff and calling of explanation when needed.
He/ She has the power/duties in disposing case related to safeguard and promotion of Social Welfare Department in consultation with the concerned Executive Member. He/ She also has power and duties in looking after his staff as legally permitted.
SUPERVISOR: The Supervisor’s overall roles is to communicate organization needs, oversees employee’s performance, provide guidance, support, identification development needs and manage the reciprocal relationship between staff and the organization. So, that each is successful. The Supervisor is assisting the Social Welfare Officer in exercising and performing his power and duties in staff administration.
VILLAGE LEVEL WORKERE (VLW): The VLW is guiding and assisting the villagers to lead better and fuller life. Visiting various villages in the area and contacting people. Discussing the problems of the villagers and assisting them in solving it.
LOWER DIVISION CLERK (LDC): The LDC help with data, records keeping, file management and document organization. Clerical duties includes drafting letters, managing correspondence and providing administrative support on a daily basis.
PEON: The peon is to perform basic clerical administration tasks and to assist with office unkeep.
ACHIEVEMENTS:
- WAGES OF OLD AGE PENSION: Citizens of Old Age has been given “Wages of Old Age Pension” residing in the LADC area in two categories as below:-
- 60-69 years of age @250/- per month has been given to 1200 citizens and
- 80 years and above of age @550/- per month has been given to 125 citizens
So, the total citizens of beneficiaries of “Wages of Old Age Pension” is 1325.
- FINANCIAL ASSISTANT TO POOR FUND: As per the provision in the budget 2023- 2024 a scheme of financial assistant to poor fund have been provided to assist poor fund to citizens for their daily lives in cash.
- FINANCIAL ASSISTANT TO WIDOW: The objective of the scheme is to provide and help widows by way of giving assistance to them to assist their daily needs and hardships.
- FINANCIAL ASSISTANT TO HANDICAPPED: The scheme is to provide Financial Assistance to Handicapped person to ease their lives within the LADC area. The assistant is given in cash by producing necessary Medical documents
- FINANCIAL ASSISTANT TO NGO’s: As per the provision in the budget 2023-2024 a scheme of Financial Assistant to NGO’s Fund have been provided to assist various NGO’s such as Young Lai Association, Lai Women Association, Mizoram Upa Pawl (MUP), Mizo Hmeichhe Insuihkhawm Pawl (MHIP), Pang Student Association for their requirement and their necessary to form a plan in the budget to lay/to assist to the NGO’s.
- FINANCIAL ASSISTANT TO DESERTED WOMEN: The objective of the scheme is to provide and help deserted Women/ Destitute Women by way of financial assistant to them to reduce and prevent their daily needs and hardship.
- FINANCIAL ASSISTANT TO MOTHERLESS BABIES: The scheme is to provide Financial Assistant to Motherless Babies within the LADC area. The Objective of the scheme is to provide and help motherless babies by way of financial assistant is given in cash to motherless babies.
