MANNUAL RELATING TO RIGHT TO INFORMATION ACT,2005 IN RESPECT OF FISHERIES DEPARTMENT, LAI AUTONOMOUS DISTRICT COUNCIL

 

 

 

1. The particulars of its organization, functions, and duties:

 

Introduction:

Lai Autonomous District Council(LADC) is one of the three Autonomous District Council in Mizoram. As LADC is autonomy , it has its own rules and regulations in its Jurisdiction area. Under its control, there are 32 departments and all the departments is functioning separately by performing in their activities. Accordingly, the Fisheries Department was started functioning in the year 1994 as a wing of the then Agriculture Department, LADC.  As the time rolled by,  the   Fisheries Department was trifurcated from the present Department during 2003 when  Fishery Officer was appointed and started functioned  as others Department                                            

 

Organisation set up of Fisheries Department:

The Department of Fisheries is headed by Fishery Development Officer  supported by one Sub Ordinate Officer. Detail organization set up and important Telephone number etc of Department staff may be seen in the Annexure I enclosed.

 

 

Our Vision:

To provide self sufficiency to meet the total requirement for nutritional security and livelihood support in LADC area.

 

 

Our Mission:

  1. Inland Fisheries Development 
  2. To conserve and develop the natural fisheries resources of LADC area
  3. To increase fish production and productivity
  4. Assistance to Pisciculturist
  5. Reverine fisheries conservation and awareness programme.

 

 

Our Objective:

  1. Enhancement of inland fish production through fresh water aquaculture with supporting facilities to improve sustainable
  2. Enhancement of production in capture fisheries from reverine sector adopting culture based capture fisheries and organising awareness programme to the village in co-operation with NGO.
  3. To generate regular source of income to the rural poor farmer.
  4. To attain self sufficiency in fish flesh production to meet the requirement of fish protein in LADC area so as to enhance nutritional security of people in this area.
  5. Enhancement of fish seed production for self-sufficiency.

 

 

 

Activities of the Development:

The Fisheries Department LADC could not take so much effort for developmental activities due to limited budgetary ceiling of this sector. Hence, development of fisheries is neglected in this area. The department has been trying to uplift the present condition from a meager amount of fund available to it by implementing some schemes like Renovation of existing ponds & procurements of critical inputs to distribute to farmers.

  2. To supervise Demonstrator in their duties
  3. Responsible in any interaction with the farmers whenever required
  4. Any other duties that may be assigned to him from time to time.
  5. Responsible to any field works inspection

Demonstrator

  1. To assist AFDO in execution of schemes of the Department
  2. The main function is to works in the field to motivate farmers so as to uplift their livelihood
  3. To look after fish farmers in their respective circle/area
  4. Distribution of inputs like fish seed and feed to farmers.

  1. LDC are the main working organ in the Office.
  2. Proper maintenance of records of schemes, receipt & issued of correspondence, clerical works etc.

  1. To assist in execution of schemes of the department
  2. To properly maintain Xerox machine and computer neat and clean

  1. They are most important and indispensable working agent in the office
  2. They help the officers/Staff in disposing and tackling the files from dealing clerk to the head of Department
  3. They help important official carrier correspondence/files to reach in the right destination in time.

 

 

 

 

 

3. The procedure followed in the decision making process, including channels of supervision and accountability:

The cases are generally processed at the desk level and the files are submitted to higher authority for approval as per requirement of each case. All important decision are taken with prior consent of the Executive Committee including selection of beneficiaries. Besides that FDO is the head of the department to supervise its subordinate officer and staff to survey and study the programmes for its feasibility with beneficial outputs of the departmental schemes.

 

 

4. The norms set by it for the discharge of its function:

All works activities have been initiated by the concerned Officer and Staff. Efforts are made to deal with the cases as expeditiously as possible in accordance with the instructions issued from time to time

 

 

5. The rules, regulations, instruction, manual & records held by it or under its control or used by its employees for discharging its functions;

The LADC has its own rules, regulations, and manual for their own employees of each department for discharge of their functions. Besides that, rules adopted by the State Gov’t of Mizoram are being followed including orders, instructions etc. as and when necessary. 

 

 

6. Statement of the categories of documents that are held by its or under its control;

The documents held by Fisheries department include relevant file on subject dealt with, in relation to developmental activities including records books.

 

 

7. The particulars of any arrangement that exists for consultation with or representation by, the members of the public in relation to the formulation of its policy or implementation thereof;

The Fisheries Department, LADC does not implement any central funding schemes that requires representative from the farmers/prominent citizen as a board member. Hence, arrangement under this sub clause is not in existence.

12. The manner of execution of subsidy programme including the amount allocated and the details of beneficiaries of such programmes.

 

The Department implements the District council Plan viz: procurement of fish seed and feed which were distributed to fish farmers at free of cost since the schemes implemented so far.  But in 2022-23, the department had been trying the scheme to become more feasible, the said inputs were distributed as @ 75% subsidized.  . The details amount and its beneficiaries under  the schemes could be available in the office.

No such facilities like Library are arranged by the department but citizen can obtain any information from the Office during office hours on all working days.

LADC                   1) FDO is the head of the Fisheries department in LADC to 

Supervise the activities of the subordinate officer and staff towards achievement of developmental programmes of fisheries under LADC including preparation of Annual action plan within the budget ceiling prescribe by the State Government of Mizoram and implementation issued of expenditure statement to the State Govt. through the Finance Department LADC

 

2) The administrative is under the sEcretary of LADC in the  

    authority to approve most of the Financial proposal towards 

    implementation of Fisheries Activities with concurrence from 

    the Finance Dept. and Chief Executive Member

All works activities both in technical and Administration have been included by the concerned staff under the quidance of HOD

The LADC has its own rules, regulation and Mannual  for ministerial services.

In respect of technical matters, the dept doesnot has its own rules relating to fisheries department but trying to adopt the Mizoram Fisheries rules 2016 under LADC area.
