PR No. 86/2026–2027
Lawngtlai, July 4, 2026: The Transport Department of the Lai Autonomous District Council (LADC) has issued an Office Memorandum containing new guidelines on the collection and management of overnight parking fees. The objective is to ensure a transparent, systematic, and accountable mechanism for collecting parking fees. This Office Memorandum supersedes all previous instructions on the matter.
The key guidelines for Village Level Parking Management Committees (VLPMCs) are as follows:
1. Mandatory Issuance of Receipts:
Every VLPMC must issue an official receipt to vehicle owners whenever an overnight parking fee is collected. Collection of parking fees without issuing a receipt is strictly prohibited.
2. Maintenance of Register:
Each VLPMC shall maintain a properly updated register in the prescribed format. The register must contain the vehicle registration number, full name of the vehicle owner, phone number, amount collected, and receipt number.
3. Deposit of All Collected Fees:
The previous system under which VLPMCs retained their share of the collected fees has been discontinued. Henceforth, VLPMCs shall deposit 100% of the parking fees collected to the Transport Department within the prescribed time using the prescribed forms.
The existing revenue-sharing ratio remains unchanged:
LADC Transport Department – 60%
VLPMC – 40%
However, the VLPMC's 40% share will now be disbursed through a Reimbursement Model/System after the full amount has been deposited with the Department.
All parking fee collections and deposits will also be subject to regular inspection and verification by the Internal Audit Wing of the LADC Transport Department.
