PR. NO. 126/2026–2027
Lawngtlai, September 25, 2026: A meeting of the Chief Executive Members (CEMs) of the three Autonomous District Councils (ADCs) in Mizoram was held today at the LADC CEM Conference Hall, Lawngtlai. The leaders discussed important issues and agreed on the need for coordinated efforts to ensure the overall development of the three Autonomous District Councils.
The meeting was attended by the three CEMs — Pu C. Lalsawmzuala of LADC, Pu M. Laikaw of MADC and Pu Nirupam Chakma of CADC — along with their respective associates. LADC Chairman Pu C. Lalmuanthanga also attended the meeting.
During the meeting, the leaders discussed several important matters concerning the development of the three ADCs. They agreed that a joint representation should be made to the Central Government seeking a Special Development Fund for the Autonomous District Councils. As the ADCs have not received the Revised Estimates from the State Government, they also agreed that the three Councils should jointly approach the Chief Minister and the Governor to follow up on the matter.
The leaders further proposed that the implementation of Samagra Shiksha at the elementary school level should be placed under the authority of the District Councils. They also agreed to urge the concerned authorities to bring areas falling under the Autonomous District Councils within the scope of the Central Government's Vibrant Villages Programme-II (VVP-II) under the administration of the respective ADCs, in order to support development in remote and backward areas.
Another important issue discussed was the sharing of administrative costs from Compensation Awards. At present, the State Government receives 70% and the District Councils receive 30%. The leaders agreed to pursue a revised arrangement under which the District Councils would receive 80% and the Mizoram State Government (Deputy Commissioner) would receive 20%.
The leaders also proposed that the Lai, Mara and Chakma Autonomous District Councils should exchange cultural troupes during their respective festivals. In addition, they suggested that one elected office-bearer from each Council should attend the festivals of the other Councils as a representative.
During the meeting, the leaders of the Lai, Mara and Chakma Autonomous District Councils expressed their commitment to strengthening cooperation and unity among the three Councils. They also stated their intention to work together with the Central and State Governments to establish a strong foundation for development by exercising the powers provided under the Sixth Schedule.
To facilitate closer coordination and joint efforts among the three Autonomous District Councils, the following office-bearers were appointed:
Chairman: Pu M. Laikaw, CEM, MADC
Vice-Chairman: Pu Nirupam Chakma, CEM, CADC
Secretary: Pu Sanghuliana Mualchin, Deputy CEM, LADC
