LAWNGTLAI, September 2, 2025 – The 11th Lai Autonomous District Council (LADC) Emergency Session which took place from August 29 to September 2, 2025 was continued today at 10:30 a.m. Two official business including the election of the Deputy Chairman of the LADC and the voting on the LADC Budget for 2025-2026 was done.

In the forenoon today, the election for Deputy Chairman was held. Pu JB. Vanhoi, MDC from 3-Sangau South, who was the only member filing for nomination and was declared the new Deputy Chairman by LADC Chairman Pu VL. Hmuaka. In his speech, the newly elected Deputy Chairman, Pu JB. Vanhoi, expressed his gratitude and noted that he is grateful for the opportunity. He emphasized that as the new Deputy Chairman, he will work diligently and responsibly. He also assured that under the strong leadership of Pu N. Zangura and the government, they will move forward firmly and earnestly, with God’s guidance.

During the 11th LADC Emergency Session, Pu N. Zangura, Chief Executive Member of the LADC, presented the LADC Budget for 2025-2026 on August 29, 2025. The budget was discussed and approved on September 1, 2025 and today. Since the opposing parties claimed that emergency session was not held in accordance with the CCB Rules, they left the session hall on September 1, 2025, and did not participate throughout the session. Although all members were not present during the budget vote, since the majority voted, Pu VL. Hmuaka, Chairman of the LADC, declared that the LADC Budget for 2025-2026 was passed, noting that it was approved without the presence of the opposing members.

The estimated budget for 2025-2026 is as follows:

I. GRANTS-IN-AID (01-GIA & 02-PDRDG TO LADC)

1. Salary & Wages: ₹21,202.50 lakhs

2. Pension & Other Retirement Benefits: ₹2,969.07 lakhs

3. NPS Matching Share Contribution: ₹280.00 lakhs

4. Other Expenditures (Non-Salary): ₹1,300.00 lakhs

*Total:₹25,751.57 lakhs

II. VILLAGE COUNCIL REMUNERATION (MFC GRANTS)

1. Salary: ₹55.00 lakhs

2. Non-Salary: ₹127.50 lakhs

*Total: ₹182.50 lakhs
