PR.No.24/2025-2026.

Lawngtlai, August 14, 2025: Today at 10:30 a.m., the 11th Session of the Lai Autonomous District Council was convened under the chairmanship of LADC Chairman Pu T. Zakunga. The Hon’ble Governor of Mizoram directed Pu V. Zirsanga, the Chief Executive Member (CEM), to conduct floor test to prove if he has enough support amongst the elected members of the House. At 10:00 a.m., Pu V. Zirsanga, CEM, tendered his resignation as the CEM through the Chairman which was read out in the House, hence, deeming the floor test unnecessary. Consequently, the LADC Chairman formally declared that Pu V. Zirsanga’s executive leadership had come to an end.

LADC Chairman Pu T. Zakunga in his speech said that LADC has its own CCB Rules, and in the past, governance was carried out according to these rules, with the party having the majority forming the government. However, he expressed regret over the prolonged period of instability and the inconvenience caused to the public. The Chairman appealed to the members to act with integrity and work towards the welfare of the people and the Lairam. He concluded by dissolving the Session without a fixed date. He stated that leaders are appointed by God and it is necessary that members are committed to the welfare and development of the people, guided by their faith in God, and that they will continue to work diligently for the progress and good governance of the Lai community and the region. The session was then adjourned indefinitely.

On February 24, 2025, Pu V. Zirsanga was appointed as the LADC CEM, and was intructed to hold a floor test by the Governer within 30 days. However, he failed to prove his majority. Subsequently, Pu N. Zangura was recognized by the Governor as the leader of the UDA government, and on May 2, 2025, Shri N. Zangura was appointed as the new CEM. Pu V. Zirsanga then approached the High Court. On August 8, 2025, the High Court ordered Pu V. Zirsanga to prove his majority through a floor test within two weeks. The court also declared that the budget for 2025-2026 previously passed as null and void.
