Lawngtlai, March 3, 2025: The Chairman of the 16th Finance Commission, Dr. Arvind Panagariya, along with other members, visited Mizoram on February 24, 2025, for a four-day visit. Meetings were held with key officials of the Mizoram government and the Autonomous District Councils (ADCs).  

On behalf of the Lai Autonomous District Council (LADC),the following officials attended the meeting:  

- Pu David Zothantluanga (P&DO)  

- Pu Joseph Lalhmingthanga Chinzah (Senior Audit Officer)  

- Pu T. Lalhriatpuia (Under Secretary, Finance)  

- Pu C. Malsawmkima (Executive Engineer, Planning)  

- Pu Daivid Lalbiakdika (Assistant Audit Officer)  

During the meeting, they presented and discussed key financial requirements of LADC. In addition to projects, they highlighted issues such as salary shortfalls, pension fund deficits, medical reimbursement challenges, forest conservation needs, and disaster mitigation funds, among others.  

Following this, on March 3, 2025, a follow-up meeting was held in Delhi, where LADC Chief Executive Member (CEM) Pu N. Zangura and Sr. Audit Officer Pu Joseph Lalhmingthanga Chinzah met with Dr. Arvind Panagariya to present the various development projects and financial requirements of LADC.  

Dr. Arvind Panagariya acknowledged the strategic importance of Lawngtlai District in relation to India’s Act East Policy and assured that the 16th Finance Commission would consider LADC’s needs.
